What is Secure Messaging?
Secure Messaging is the automatic process of:
- Identifying outbound email that needs to be encrypted
- Encrypting the email messages that have been identified as requiring encryption
- Sending Encrypted email messages to the Lancashire County Council Secure website
- Sending a clear text email message, with the link to the Lancashire County Council Secure website, to the intended recipient.
Why are we implementing Secure Messaging?
The Data Protection Act 1998 was passed to ensure that organisations handle information about individuals appropriately and sensitively. One requirement of the Act is that information is kept secure and is only disclosed to people who have a good reason for seeing it. Email over the Internet is a very convenient means of communication but is inherently insecure and is particularly vulnerable during transmission and if it contains sensitive or personal data, it requires some protection from being seen by third parties. Protection is achieved through "encryption" of email content. This scrambles and unscrambles the content using secret keys in a way which is not seen by the sender or recipient but ensuring that it cannot be read during transmission. The Information Commissioner, responsible for enforcing the Data Protection Act in the UK, advises that emails containing personal data should be protected to achieve compliance with the Act.
Sending a Secure Message.
If you want to initiate encryption of an email you can use the Lancashire County Council keyword in the subject line of your email and it will be automatically encrypted.
Lancashire County Council Keyword: zixencrypt
The keyword is case-insensitive - in other words zixencrypt, ZIXENCRYPT and ZixeNcrYpt will all work.
What if the recipient does not retrieve the message?
If the recipient does not retrieve the message within 2 weeks you will receive the following notice & the original message will be deleted from the secure website.
